A hundred years ago, a 7.9-magnitude earthquake killed countless people in Japan.

The devastating earthquake which occurred in Japan's Kanto region was a severe natural disaster, with more than 100,000 people dead or missing. But did you know that there were more deaths due to indiscriminate killings at the time?

Shortly after the Kanto Earthquake, the Japanese government proclaimed martial law in order to deal with the chaotic situation. In addition to maintaining order, the Japanese government delivered the messages such as ‘Some Joseon people conspire with the Socialists to plan terrorism and robbery.’, and ‘There are groups of Joseon people who want to take advantage of the disaster.’ to each police station and military checkpoint. As the media quoted these contents, some canards were spread. ‘The Joseon people poisoned the well.’ and ‘The Joseon people cursed Japan.’ These led to widespread and unfair anger towards Korean people living in Japan.

Japanese civil militia members proceeded to indiscriminately target and kill people including children, the elderly, and pregnant women if they looked Korean. In their campaign of violence against Korean people, the civil militia members used weapons, tied people’s arms and legs and dropped them into the river and threw them into the fire. They also forced people to speak difficult Japanese words to root out Koreans. They considered people who pronounced the words awkwardly as Korean people. Thus, not only were Korean people killed, but so were Chinese and Japanese dialect speakers.

However, more than 100 years later, the atrocious acts of that time have not been properly recognized. After the situation calmed down, civil militia members and Japanese soldiers who participated in the killing were brought to trial but released without proper punishment due to the lack of evidence. There was a demand for damage investigation by the Provisional Government of the Republic of Korea, but Japan refused it because the Korean Government was not an official government. At that time, the Korea government estimated the number of victims of the incident at about 6,600, but the Japanese statistics were intentionally inconsistent and significantly lower casualties to about 40 or 300 victims. Now Japan is officially stating that there was no Japanese government involvement at the time.

Koreans in Japan have held a memorial ceremony to honor the brutally murdered victims, and the memorial has continued until now. However, even though the Korean people were directly targeted, the Korean government's demand for the truth ascertainment was not continuous, and the memorial ceremony was not consistently continued. As the saying goes, ‘There is no future for a nation that has forgotten history.’ In order for such a tragedy to not happen again, proper measures should be taken to help more people remember and honor the victims.

Therefore, we request:
First, we call for a truth ascertainment to clearly identify the damage and scale of the Kanto Earthquake.
Second, we demand that memorial ceremonies should be held steadily both in Korea and Japan to honor the people who were unjustly targeted.

100年前、日本では規模7.9の大地震で数多くの人々が亡くなりました。

日本の関東地域を中心に起きた大震災は10万名を超える人々が亡くなったり,踪されたほど深刻な災害でした。だって、当時に地震の被害者だけでなく、無差別に殺害された人々も少なくなったという事実、ご存知でしょうか。

関東大震災が発生した直後、日本の内閣は乱れている政局を治めるために戒厳令を宣しました。各警察署と軍隊に治安を維持するとと共に「朝鮮人が社会主義者を結び付き、テロ、強盗を計画している」「災難に乗じて利益を得ようとする群れがいる」のような内容を下しました。そして、それを言論が引用し、「朝鮮人たちが井戸に毒を入れた」「朝鮮人たちが日本に呪いを掛けた」のようなデマが拡散されました。これは日本に居住している朝鮮人に対しての根拠なし怒りに続きました。

日本の自警団は朝鮮人の見た目を持っている方は子供、老人、妊産婦を分けずに無差別に殺しました。武器を使うだけではなく、手足を縛って川に落としたり、火の中でゆっくり焼き殺すなど、極悪非道な方式でした。そのうえ彼たちは朝鮮人が言い難い単語を言わせ、発音が不自然な方を探し出して殺害しました。この過程で朝鮮人だけではなく、在日中国人や方言を使う都北地域の日本人たちも殺されました。

ところが、100年が過ぎた今までも当時の残忍な行為は納められていません。局面が定まれた後、殺害に与した自警団員と日本軍が裁判にかけられましたが、証拠不十分で適切な処罰を受けずに釈放されました。大韓民国臨時政府の被害調査の要求がありましたが、日本は「公式的な政府ではなく、臨時政府であった」と言い、調査を断りました。当時に韓国側はこの事件の被害者の人員数を約6,600人で推算しましたが、日本政府は約40人、300人など一貫性のない著しく低い死傷者の数を発表しました。そして現在、日本は当時に日本政府の介入はなっかったというものを公式的な立場で示されています。

残酷に殺害された犠牲者たちの魂を称えるために在日韓国人たちは追悼式を開き、この行事は今までも続いています。しかし、私たちが直接に被害を受けた事件であるにも関わらず、韓国の政府での対応や真相糾明の要求が持続的ではなく、追悼式も地道に続きませんでした。「歴史を忘れた民族に未来はない」という言葉のように、またこのような悲劇が起こらないためには多くの人たちが被害者を祈り、真相糾明ができる土台が必要です。

このため、私たちは要求します。
第一、関東大震災の被害と規模を明確に把握するように真相を窮めることを要求します。
第二、悔しく犠牲された被害者たちを祈るための追悼式を韓国と日本で着実に開催することを要求します。

惨状を繰り返せず、痛い歴史が押し曲がらないよう皆様ぜひこの動きにご賛同お願い致します。

일본의 간토 지역을 중심으로 일어난 대지진은 10만명이 넘는 인원이 사망하거나 실종했을 정도로 심각한 자연재해였습니다. 하지만 당시 지진으로 인한 피해자뿐만 아니라 무차별적인 살인으로 인한 안타까운 죽음도 적지 않았다는 사실, 알고 계셨나요?

간토 대지진 발생 직후 일본 내각은 혼란스러운 정국을 수습하기 위해 계엄령을 선포하였습니다. 각 경찰서와 군대에 치안 유지와 더불어 ‘조선인들이 사회주의자와 결탁하여 테러, 강도를 계획하고 있다.’, ‘재난을 틈타 이익을 취하려는 무리가 있다.’와 같은 내용을 하달하였습니다. 그리고 이를 언론이 인용하면서 ‘조선인들이 우물에 독을 탔다.’, ‘조선인들이 일본에 저주를 퍼부었다.’와 같은 유언비어가 확산되었습니다. 이는 일본에 거주하고 있는 조선인들에 대한 근거없는 분노로 이어졌습니다.

일본의 자경단원들은 조선사람의 겉모습을 하고 있으면 아이, 노약자, 임산부를 가리지 않고 무차별적으로 살해를 저질렀습니다. 무기 사용은 물론, 팔다리를 묶어 강에 빠뜨리거나, 불속으로 던져 서서히 태워 죽이는 등 극악무도한 방식들이었습니다. 또한 그들은 조선인이 하기 어려운 일본어 단어를 말하게 하여 발음이 어색한 사람을 색출해내어 살해하였습니다. 이 과정에서 조선인들뿐만 아니라 재일중국인이나 방언을 사용하는 도호쿠 지역 일본인들도 죽임을 당하였습니다.

하지만 100년이 넘은 지금까지도 당시의 잔인한 만행은 청산되지 않고 있습니다. 국면이 진정된 후 살해에 가담했던 자경단원과 일본군들이 재판에 회부되었지만 증거불충분으로 적절한 처벌을 받지 않은 채 석방되었습니다. 대한민국 임시정부의 피해 조사 요구가 있었지만, 일본은 공식적인 정부가 아닌 임시 정부이기 때문에 조사를 거부하였습니다. 당시 한국 측은 이 사건으로 인한 피해자 수를 약 6,600명으로 추산하였지만, 일본 정부는 약 40명, 300명 등 일관성도 없으며 현저히 낮은 수치의 사상자 수를 발표하였습니다. 그리고 현재 일본은 당시 일본 정부의 개입은 없었다는 것을 공식 입장으로 내세우고 있습니다.

잔혹하게 살해당한 희생자들의 넋을 기리기 위해 재일한국인들은 추모식을 열어왔고, 이 행사는 지금까지도 꾸준히 이어져오고 있습니다. 하지만 우리 국민들이 직접적으로 피해를 본 사건임에도 불구하고 대한민국 정부 차원에서의 대응이나 진상규명 요구가 지속적이지 못했고, 추도식도 꾸준히 이어지지 않았습니다. ‘역사를 잊은 민족에게 미래는 없다.’ 라는 말처럼, 또 다시 이 같은 비극이 발생하지 않으려면 많은 사람들이 피해자들을 기리고 진상규명을 할 수 있는 토대가 마련되어야 할 것입니다.

이에 우리는 요구합니다.
첫째, 간토대지진의 피해와 규모를 명확하게 파악할 수 있도록 진상규명을 요구합니다.
둘째, 억울하게 희생당한 피해자들을 기리기 위한 추도식을 한국과 일본에서 꾸준히 개최할 것을 요구합니다.

참상을 되풀이하지 않고, 아픈 역사가 왜곡되는 일이 없도록 여러분 모두 이 움직임에 동참해주시길 바랍니다.
