As the number of foreign workers in Vietnam grows, it is clear that numerous issues develop owing to a lack of legal requirements. These are include the illegal use of Korean guides and tax evasion by foreign enterprises.

In the case of Korean guides, it is known that Vietnamese guides in Vietnam must utilize Korean guides who do not comply with the requirements in situations when tourists are required to lead visitors under contract. As punishment, the eight Vietnamese guides guided tourists around Vietnam, but the qualified Korean guides were ejected with no further penalty.

Furthermore, difficulties with tax avoidance by overseas corporations are identified as severe issues. Companies are known to dodge taxes using a variety of tactics due to Vietnam's lack of legal rules. In this environment, it is often assumed that starting a business in Vietnam is simple. However, when the legislative controls governing foreign workers are insufficient, a variety of issues may arise, including human rights abuses, unstable labor markets, socioeconomic disparities, and worker health and safety.
